Terri Khalil
Senior consultant
Terri Khalil is a cybersecurity and compliance professional with a reputation for success in building and sustaining cross-functional compliant cybersecurity reliability programs in highly complex, regulated energy critical infrastructure. She also establishes trusted relationships with all stakeholder levels, champions vision and gains support for projects and programs, directs cybersecurity standards implementations with understanding of threat and vulnerability landscape, connects people to solve problems, and translates technical jargon into business risk and value terminology.
Experienced in regulated critical infrastructure for electric and gas industries, a global accounting firm, and retail point-of-sale systems, Terri is currently an independent consultant, leveraging her exposure to operational technology and industrial control systems, regulatory compliance oversight and obligation management, audit readiness and prep, internal controls development, non-compliance investigations and reporting, project management, process & continuous improvement, and IT asset & vendor management.
Previously, Terri was the Director of Technology Delivery, Performance Optimization & Compliance for Tampa Electric Company - which as a shared service for IT Compliance also included two gas companies, New Mexico Gas Company and Peoples Gas System. In this role, she established capabilities in Regulatory Compliance, (IT/OT) – including:
NERC Critical Infrastructure Protection (IT/OT) – serving as the NERC CIP Compliance Program Coordinator (“deputy CIP Sr. Manager”) for 6 years, and Compliance Program Manager for the previous 6 years.
Department of Homeland Security Transportation Security Administration Pipeline Directives for Cybersecurity (IT/OT) – with delegated authority from the company President to serve as the primary company point of contact to the DHS TSA since inception of the directives.
NIST-based cyber security standards framework, contributing during the development stage of the third-party customized standards and overseeing 26+ projects in 3 years across IT and OT systems, multiple layers (operating system, database, applications) and flavors (Windows, Linux and other platforms) with cross-functional teams.
She also held Information Security & Risk analyst and senior manager (global) roles for PricewaterhouseCoopers, developing technology-specific standards, performing access administration on multiple platforms, developed an automated provisioning system, and deployed a global security awareness and training program. Prior to that, Terri was a Programmer for retail point-of-sale systems in a small home improvement chain.
In addition, her roles have encompassed leading Benchmarking & Metrics, IT Risk Management, Change Management, and Technical Writing. As a senior leader, Terri is also experienced in strategy and budget planning and workforce planning & acquisition.
Terri holds an MBA and a BS in MIS from University of South Florida, as well as current CISSP, CISA, CISM, and CRISC certifications. She is constantly seeking new knowledge and enjoys mentoring as well as sharing knowledge.
